18

Drainage

19

• Scope of the drainage improvements was reduced to address only project impacts.

• The design agreement with the City of Santa Ana reinforces the change

• “The AUTHORITY shall mitigate any additional surface storm water drainage needs generated from the trackway or other impervious areas added by the Project or any change in drainage patterns caused solely by the Project . . .”

One Contact Wire vs Two-Wire Catenary

20

Cantilever

One-Wire (Streets)

Span Wire

Two-Wire (PE ROW)

The benefit of two-wire is additional electrical capacity and improved profile for higher

speed operation in the PE ROW.

Work Underway

• Environmental analysis on project revisions

• Design Work

• Third Party Agreements

• Coordination with FTA and their PMOC on requirements to enter New Starts Engineering Phase

• Confirmation of vehicle procurement strategy

• Right-of-way acquisition

• Safety and Security Plans

21

Design Work

•Horizontal Alignment, Geotechnical Report, Phase I ESA for PE ROW, Traffic Management Plan, Bridge Type Selection Report, Drainage Study, Utility Conflicts, Traction Power Load Flow, Signal Line Diagram, OCS Pole Layout, Station Footprints, MSF Basis of Design Report

30% Design May 2016

Utility Strategy

• Utility Base Maps complete

• Reconfiguration of Santa Ana Blvd avoids several significant utilities, including electrical and telecommunications vaults

• Once alignment is confirmed, exhibits will be prepared for each utility owner and meetings will be held until agreements are reached

• Four utilities are under franchise agreements

• Southern California Edison (Electric)

• Southern California Gas

• AT+T

• Time-Warner

25

Safety and Security Plans

27

• Preliminary Hazard Analysis and Threat and Vulnerability Analysis - April

12, 2016

• Fire-Life Safety and Security and Security Review Committee Meetings -

April 13, 2016

• CPUC Safety Certification Review Meeting - April 13, 2016

Vehicle Acquisition Strategy

• Considered New Procurement, Joint Procurement, and Piggybacking

• Benefits of Piggybacking determined to be:

• Reduced Cost

• Improved Schedule

• Reduced Risk

• Joint Procurement would add risk without benefits

• Considering 3 piggyback opportunities:

• Cincinnati, CAF, Urbos III, 100% low-floor

• Portland, Siemens, S70, 70% low-floor

• Houston, CAF, Urbos 70, 70% low-floor

• OCTA Board in April with Vehicle Acquisition Strategy

28

Vehicle Spec Comparison

Right-of-Way

• Full Parcel Acquisitions for MSF (shown below)

• 3 City Parcels for Traction Power Substations

• Leases and Encroachments in PE ROW
