ODF Definition

• OD means defecating in the open• ODF means Open Defecation Free,

when no feaces are openly exposed to the air.

• ODF indicators1.Presence of a latrine2.Presence of a hand washing facility3.No open defecation observed in the

surrounding and former OD areas

ODF Monitoring

• Monitoring is conducted by a team of village health teams, Natural leaders and local leaders.

• The VHTs & NLs are supported by Plan and the Local government

Frequency of Monitoring

• Conducted at three levels;• 1st Monitoring – 3 weeks after

triggering• 2nd Monitoring – After one & a half

months • 3rd Monitoring - After 3 months• Routine monitoring for designated

households per VHT/NL

Method for Data collection & Storage

• Use CLTS Monitoring forms for collecting data • Each VHT and NL is assigned 5 – 10

households to monitor• Data from all villages is consolidated by the

leader of VHTs into parish level data• Data is submitted to the sub county health

assistant who shares with Plan and the District• At the district data is entered into a simple excel

sheet• Hard copies of data are filed &kept for record

purposes• The district submits data to the line ministries

where its stored in a data base.

ODF Verification & Declaration

• ODF Verification: Conducted by a multi-stakeholder team comprising of MOH,MWE, District, Sub county, Plan, Rep NGO, VHTs/NLs

• ODF Declaration: ODF declaration is conducted by the district team, MOH and MWE Rep

ODF Certification

• ODF Certification: The district awards a certificate to each village declared ODF during ODF celebration

Post ODF Monitoring

• The VHTs / NLs continue with monitoring households allocated to them on a weekly basis.

• Provide feed back on progress during quarterly reviews

• Provide data to the sub county • Monitor Hygiene ,Sanitation and

status of Water sources in community.

Feed back Mechanism

• Quarterly reviews• District Co-ordination committee

meetings• Village local council meetings• Joint Sector Review• National Sanitation Working Group• CLTS Steering committee

Challenges

• Inadequate funding for sanitation at Local government level

• Inadequate human resource at sub county level

• Transfer of trained local government staff in CLTS

• Reliance on VHTs who are volunteers

Main successes• One sub county has

been declared ODF (40 villages)

• Empowered the community members to monitor their sanitation status

• ODF is one of the proxy indicator for Sector performance reporting - MWE
