The lack of standardized mechanisms and servicesfacilitating handovers between heterogeneousnetworks has been addressed by IEEE 802.21

The MIHF exploits triggers from the linklayer to facilitate handover initiation (network discovery, network

selection, handover negotiation)and handover preparation (L2 and L3 connectivity, resource

reservation).

A vertical handover framework built around concept of IEEE 802.21 Complemented by modules inspired by IEEE 1900.4

This article presents an optimized handover framework that aims to provide seamless service provision and content delivery to mobile users in a Beyond 3G heterogeneous networking environment.
