Pursuant to our August 13, 1989 meeting regarding feasibleremedial alternatives at the Osborne Landfill In Grove City,Pennsylvania, I writing to document the events that occurred and theunderstandings that were reached. As the attached attendance listIndicates, the meeting was attended by not only Cooper and NUSpersonnel, but also by representatives of Calgon, Geo-Con and HartEnvironmental (HART). The purpose of the meeting was to holddetailed discussions about the feasibility of Installing a slurrywall, cap and dewaterlng system at the subject site. While Cooperdoes not believe that even this extensive scope of remedialactivities Is necessary or appropriate under CERCLA to addressenvironmental circumstances at the Osborne site, we certainly believethat this alternative Is much more cost efficient than (and equallyeffective to) other alternatives discussed 1n the Draft FeasibilityStudy.
Specific discussions during our meeting Involved the technicalfeasibility of a slurry wall at the site; the methods of constructionInvolved In the Installation of a slurry wall; the groutingtechniques Involved 1n sealing any mine voids within the subsurfaceformation; and the estimated costs of Installation. Additionaldiscussions were held regarding the type of ground water treatmentneeded during site dewaterlng and Us associated cost. Finally,general discussions were held regarding support documentation for theslurry wall/cap/dewaterlng scenario and the establishment of ARAR'sfor the remediation activities.
The following Is a more detailed summary of the technical Issuesdiscussed at the meeting:
I. Slurry Wall Installation
Mr. Ken Andromalos of Geo-Con explained that mine voids andother major fractures 1n the "Hlghwall" area on the site canbe sealed by grouting. Specific techniques Involving theuse of air rotary drilling and grout Injection were

discussed. Mr. Andramolos pointed out that these groutingtechniques are well proven, generally accepted technology.Mr. Steve Day of Geo-Con explained the construction
* techniques Involved 1n slurry wall Installation, especiallyIn the 'Hlghwall" area. Mr. Day commented that there are noapparent technical difficulties associated with slurry wallInstallation that would preclude slurry wall erection.Following these discussions, Cooper presented NUS with apreliminary cost estimate for slurry wall Installation thatwas prepared by Geo-Con, the Installer of about 60% of allenvironmental slurry walls 1n the country. The costestimate (Attachment 1) for a sol1/bentonlte wall at thesite totals approximately $1.2 million, assuming a 50%contingency. The unit cost for the wall 1s about $3.30 pervertical square foot.Other slurry wall Issues discussed Included the technicaland cost differences between a so11/bentonlte wall and acement/bentonite wall as well as the possible use of ninespoils and treated site water during wall construction. Withrespect to the types of slurry walls, It was concluded thata sol 1/bentonlte wall 1s 7ess expensive* but storeImpermeable than a cement/bentonite wall (I.e., <10"'cm/sec). Therefore, It was concluded that a soil slurry
v .. wall should be used In the cost estimate. A second Issue"—"' discussed was the possibility .that more than 500 linear feet
(If) of rock may be encountered during wall construction.To address this possibility, additional costs have been
. budgeted for subsurface Investigation. A third Issuediscussed was the possible use of treated on-site pond waterto mix the slurry and grout mixtures. NUS representativescommented that the use of this water should not pose aproblem.
II. Dewaterlno Extraction and Treatment System
A discussion of the dewaterlng treatment system with Calgonrepresentatives revealed that solids/metals and organictreatment would be required prior to effluent discharges.While actual discharge limits were not able to beestablished, it was mutually agreed that the proposed systemin the Draft FS report was generally appropriate, althoughthe Initial capital costs was generally, appropriate,although the Initial capital costs appeared to beoverstated. Cooper gave NUS a copy of the estimatedequipment costs for a treatment system, as prepared byCalgon (Attachment 2).

Calgon and Cooper representatives also discussed the conceptof a "phased treatment system" design. Such a designInvolves the Initial Installation of a permanent solids/metals treatment system and a temporary (leased) largegranular activated carbon unit, which would be operated forthe first 5 to 6 months of the project to handle the largerflows (i.e., 100 to 250 gpm) associated with pond andInitial aquifer dewaterlng. Once this initial large flowdewaterlng task was completed, a much smaller permanentcarbon unit would be installed to handle the lower flowsassociated with maintaining the depressed water table withinthe slurry walled area. Such a phased approach shouldgreatly reduce long term operation and maintenance costsassociated with maintaining the phase of this project.During this discussion, Mr. Robert McLaren, NUS, stated thatany proposed dewaterlng scenario should consider asufficient depression of the water table to Insure novertical leakage into the Homewood formation. Thisadditional depression could affect the volume of water whichwill infiltrate Into the walled area and require pumping andtreatment. In order to determine the Impact of thisadditional depression on long terra treatment costs, HARTpersonnel have calculated the total leackage volume and,with Calgon's assistance, estimated the treatment systemoperation and maintenance cost. This calculation isIncluded as Attachment 3.- . ..In closing, Copper has agreed to supply both NUS and theagency (i.e., Mr. Roy Schrock) with the followingInformation to assist in the development of an appropriateFS addendum prior to the agency's release of this documentfor public comment:1. Modified long term ground water treatment operation and
maintenance costs, as well as barrier leakagecalculations.
2. A brief narrative of the slurry wall/groutingconstruction techniques from Geo-Con.
3. A final listing of Cooper's estimated project costs forthe slurry wall/cap/dewaterlng scenario.
Similarly, NUS agreed to complete the FS addendum and list rangesof estimated costs where there were major differences between NUS andCooper's calculated costs.

As a portion of a landfill remediation and closure, we propose toconstruct a soil-bantonite slurry wall to control groundvator flowon the site. The planned slurry wall will be about 3,200 ft.long, about 2-1/2 ft. wide, and up to 50 ft. deep. Host of theslurry wall will be constructed through mine spoil and key into anunderlying clay aguiclude. A sketch of the planned alignment isattached.A portion of the alignment about 300 ft. long, will intersect anexisting strip mined highwall which will require extra measures tocreate the cutoff through soft rock. In this area a work platformwill be excavated into the highwall to provide access. Next, agrout curtain/mine grouting treatment will be employed to fill anylarge voids which could effect slurry wall construction, seesketch of flurry vailAll mine voids encountered will be filled to form a bulkhead ofcement/fly ash grout which will effectively seal the mine. Znaddition, pressure grouting of the rock may be used in areas withlarge fissures which require sealing. After grouting is complete,

the rock will ba loosened with large diameter (2-1/2 ft.) caissonholes spaced on about 5 ft. centers* Finally, the slurry wallwill be excavated with a rock ripper bucket and filled with soil-bentonite. Soil for tha eoil-bentonite will be borrowed from thehighwall excavation for the working platform. We will provide allquality control equipment, testing and laboratory services for thework.Assumptions , ' - . • • 'This estimate is based on the following assumptions:1.
