Establishing Food Value Chains (FVC) is to connect a set of values created in full range of activities from agricultural production, manufacturing, processing, distribution to consumption.
Establishing FVC will bring higher values to each player in the FVC such as producers, manufacturers, distributors and consumers.
To establish food value chains through Public‐Private Partnership by utilizing the unique strengths of the Japanese food industry.
For developing countries, to promote economic growth in collaboration with economic assistance; overseas business and investments of the Japanese food industry.

5. Dialogues and Public‐Private Missions for Promoting the Global Food Value Chain ②
Taking the opportunity during the visit of H.E. Mr. Sang, President of Vietnam, to Japan, the basic consensus had been agreed upon between Japanese and Vietnamese agricultural ministers on March 2014. Based on the consensus, the first High Level Meeting of Japan‐Vietnam Agricultural Cooperation Dialogue was held in Hanoi, Vietnam on 26thJune, 2014. The representatives of 11 Japanese private companies, JICA, JETRO and the Embassy of Japan in Vietnam attended the dialogue.
It was confirmed that both sides would collaborate to form a medium‐long term vision for establishing food value chain in Vietnam(establishment of model areas/five‐year plan), aiming for its approval by the 2nd High Level Meeting to be held in June, 2015.

The 1stHigh‐Level Meeting on Japan‐Vietnam Agricultural Cooperation Dialogue
The 2nd High Level Meeting of Japan‐Vietnam Agricultural Cooperation Dialogue was held in Hanoi, Vietnam in August, 2015, following the 1st High Level Meeting in June, 2014. The member of Japanese private companies attended the meeting was 25. It is more than twice the previous year which is 11.
The Japan, Vietnam Agricultural Cooperation Medium‐long Term Vision for developing food value chain (FVC) in Vietnam was approved and it was confirmed that public and private sectors of both countries would work hard to carry out the Medium‐Long Term Vision .
Both ministers signed the Record of Discussion of the meeting in front of prime minister Mr. Abe and General Secretary, Central Committee of the Communist Party Dr. Trong in September 2015.

○Development of agriculture in Vietnam (70% of population lives in rural area and agricultural production accounts for approx. 20% of GDP.) is absolutely imperative for improving lives in rural areas and for balanced development. In the future development of the FVC (from production, processing/manufacturing, distribution, to consumption) is very important.
○Since agriculture is diverse, it i s necessary to take measures for specific issues of each region, not to give uniform treatment across the county. Cross‐sectoral measures for the whole social economic system as well as agricultural technics, collaboration of economiccooperation and private investment are also necessary.
○“The Medium‐long Term Vision“ is made up of the 5 year(2015~2019) Action Plan in order to solve the issues of agriculture and food‐related industries in model areas. The s teady implementation of the Action Plans in the Vision by Japan and Vietnam would contribute greatly to the comprehensive development of agriculture in Vietnam.

The 1st High‐Level Meeting on Japan‐Myanmar CooperationDialogue for the Development of Myanmar’s Agriculture,Forestry, Fisheries and Foods was held in Nay Pyi Taw,Myanmar, on 23 September 2014. The Representatives of 14Japanese private companies, JICA, JETRO and the Embassy ofJapan in Myanmar attended the meeting.
Both sides confirmed that they would collaborate and exploreconcrete actions to establish food value chains in Myanmar.

○ The Senior Officials Meeting on the Japan‐Myanmar Cooperation Dialogue for the Development of Myanmar’s Agriculture, Forestry, Fisheries and Foods was held in Nay Pyi Taw, Myanmar, on 7 July 2015. 11 Japanese private companies related to the agriculture and food sector, JICA, JETRO and the Embassy of Japan in Myanmar attended the meeting. ○ They discussed Japanese Cooperation in the Agriculture, Forestry, Fisheries and Foods Sector in Myanmar. Moreover both sides agreed that they would formulate the Road Map for food value chain development referring to the Myanmar Industrial Development Vision(Mr. Abe, Prime Minister delivered this vision to H.E. U Thein Sein, President of the Republic of the Union of Myanmar on 3 July 2015.)

The 1st Bilateral Forum on Agriculture Cooperation Indonesia‐Japan
The preparation meeting for establishing the Japan-Thailand Agricultural High-Level Cooperation Dialogue was held in Bangkok on 16 July, 2015. It was confirmed that both sides would establish the Cooperation Dialogue by the both governments and private sectors and would discuss matters concerned of both sides in cooperation with JTEPA’s * framework.
Before this preparation meeting, Mr. Harihara, Vice-Minister of Agriculture, Forestry and Fisheries, Japan, met with Mr. Chavalit, Permanent Secretary of the Ministry of Agriculture and Cooperatives, Thailand, and they agreed to cooperate in the development of the agriculture and food sectors of both countries.

Thailand: Ms. Dutduean, Inspector General of Ministry of Agriculture and Cooperatives, Mr. Vinit, Director of International Agricultural Economics, Ministry of Commerce, Representatives from Ministry of Industry, etc.
○ The 1st Cambodia-Japan Food Value Chain Bilateral Dialogue was held in Phnom Penh on December 8,2015. The representatives of both countries private companies, relevant ministries and agencies attended the meeting.○ The Japanese side explained the investment of Japanese companies along food value chain in Cambodia and requested Cambodia Government to take measures for the critical issues concerning food safety and to expedite procedures of custom clearance. The Japanese companies introduced their business activities in Cambodia.○ The Cambodia side welcomed the investment of Japanese companies and showed strong interests to their activities. They made a commitment to take measures to solve problems for inviting further investment in near future. They requested future cooperation for quality management not only from production but also to downstream (processing, marketing, etc.) and human resource development of government staff.○ They agreed to monitor and manage public and private FVC related projects/programs and to hold this dialogue once a year .

The 1st Japan‐Philippines Agriculture Cooperation DialogueThe 1st Japan‐Philippines Agriculture Cooperation Dialogue
○ The 1st Japan‐Philippines Agricultural Cooperation Dialogue was held in Manila, on 8 March 2016 based on the agreement between both leaders in Japan‐Philippines summit meeting on 4 June 2015. Private companies of Japan and the Philippines as well as both governments attended the dialogue.
○ Both sides reached the common understanding on the following current situation and challenges of Philippine agriculture through investigation and analysis of Philippine agriculture. ・Necessary modernization of distribution system for farmer’s income improvement.・Importance of proper management of irrigation systems for agricultural productivity improvement.
○ Both sides agreed to identify necessary actions to be taken by the two countries in the future based on above mentioned common understanding after analyzing of challenges for establishment of food value chains.

Implementation Plan of the Vision Statement on ASEAN‐Japan Friendship and Cooperation was adopted at the ASEAN‐Japan Commemorative Summit Meeting held in Tokyo on December 14, 2013. The Plan contains the following measure: “Promote cooperation on food value chains from farmers to consumers by collaborating between public and private sector”.

The 17th Japan‐ASEAN Summit Meeting (November 12, 2014 in Naypyidaw) Japan‐ASEAN
Mr. Abe, Prime Minister said he wanted to implement steadily the Vision Statement on ASEAN‐Japan Friendship and Cooperation and the Joint Statement that were adopted at the ASEAN‐Japan Commemorative Summit Meeting in December 2013, and deepen cooperation further.

○ The Japan Australia High Level Meeting was held on march 2015 and both sides agreed that they would utilizethe framework of the Global Food Value Chain for the development of Northern Australia. Based on the agreementand the concept that Japan and Australia work together to produce agricultural and processed products and exportthem to the ASEAN market, The ASEAN, Australia task force meeting was started up under The Public-PrivateCouncil for Promoting the Global Food Value Chain and the study of investment environment in Northern Australiawas conducted.When Prime Minister Malcolm Turnbull visited Japan in December 2015 a statement was issued which affirmsfurther strengthening of the bilateral relationship through food value chains. Subsequently the Japan-Australia JointPublic-Private mission was sent to Thailand on 18-20 January 2016. The mission is the first joint event in the historyof the relationship of both countries.○ The mission had meetings with Supermarkets, Logistics Operators and the Halal Standard Institute; and creatednetworks with Australian Government through the Japan-Australia Joint mission.

When Mr. Abe, Prime Minister visited to Brazil in August 2014, it was decided to commence a public‐private dialogue to deepen bilateral relations in the agriculture and food sector. Based on this decision, the 1st Japan‐Brazil Dialogue on Agriculture and Food was held in San Paulo on December 8, 2014. The representatives of the relevant Ministries in both countries, 26 Japanese companies operating in Brazil which were related to the agriculture and food sector, JICA, JBIC, JETRO, and the Embassy of Japan in Brazil attended the Dialogue and discussed i)development of the agriculture and food industry in Brazil, ii)facilitation of bilateral trade, and iii)improvement of distribution.
Mr. Harihara, Vice‐Minister and Mr. Geller, Minister of Agriculture signed a memorandum that describes the agreement, such as holding the Dialogue annually in principle as a venue for continuous dialogues between the both governments and the private sector toward establishing food value chains in Brazil.

Agricultural cooperation and development of the Russian Far East were mutually agreed at the summit meetingwhen Mr. Shinzo Abe, Prime Minister of Japan, visited Russia on April 2013. Development of Russian Far East is themost important issue for Putin Government. Therefore a bill on new special economic zones in Russian Far East waspassed last December. On the other hand, the lack of infrastructure and the necessity of an investment environmentimprovement have been pointed out. ○ When the Prime Minister of Japan visited the Republic of Uzbekistan on October 2015, MAFF signed the Memorandum of Cooperation (MOC) with the Ministry of Agriculture and Water Resources of Uzbekistan (MAWR). Based on the MOC, the 1st JWG was held in Tashkent on March 15, 2016 . Representatives of both governments, governmental organizations, private firms and the Embassy of Japan attended the JWG.
○ In the 1st JWG, MAWR explained (a) the Current situation and potential of agriculture, (b) Priority of agricultural cooperation and (c) Cooperation of human development and also Uzbekistan private firms explained the possibilities of cooperation with Japanese private firms. Also Japan’s delegation gave an account of the importance of improving investments environments as well as possibilities of contribution applied for advanced technologies owned by Japanese firms.
○ Based on the outcome, both sides acknowledged that they should explore prospects for realizing concrete outcomes and also should coordinate the details of the next JWG through both diplomatic channels.

The 1st Japan‐Republic of South Africa (R.S.A.) Agricultural Policy Dialogue was held in Pretoria on May 19, 2015. The Representatives of the relevant Ministries of both countries, 10 Japanese companies operating in R.S.A. which were related to the agriculture and food sector, JICA, JETRO, and the Embassy of Japan in R.S.A. attended the Dialogue.
In the Dialogue, i) policies to develop food value chains through Public‐Private Partnerships, ii) initiatives to increase rural jobs and rural incomes in R.S.A., especially for small holders, were discussed.

○ The first meeting of the Kenya-Japan Agricultural Cooperation Dialogue was held in Nairobi, Kenya on 11 February 2016. The public and private sectors both attended the meeting.
○ The Government of Kenya mentioned that they wish to strengthenthe cooperation with Japan in the area of food value chain developmentthrough public-private-partnership, fisheries, livestock and others.
○ The Government of Kenya will prepare a proposal for cooperationwith Japan. Based on the proposal, both parties will consider concrete scheme for cooperation, including partnership with concerned

○ In principle, both parties agreed to hold this dialogue annually in Kenya.

The Session on Agricultural Development through TICAD Process towards establishing food value chains in Africa was held on June 10, 2015 during the 39th session of the FAO Conference in Rome, jointly organized by FAO (Food and Agriculture Organization of the United Nations), the Africa Regional Group of Ambassadors and Permanent Representatives accredited to the Rome based UN Agencies, and MAFF.
Ministers from Ethiopia, Malawi, and Ghana shared good practicesof establishing food value chains and policies to support partnershipamong small holders and privates. And Ministers from Sierra Leone, Tunisia, and Zambia pointed at the sustainability of food value chains and the importance of organizing small holders’ group.
Mr. Harihara, Vice‐Minister of MAFF, summarized the session andsated to deliver the summary to relevant organizations such as UNand FAO as an input for ongoing and future TICAD Process
After the session, over 100 participants enjoyed a Japanese lunch held by MAFF for popularization of Japanese Food Culture.
Participants from 43 African countries (including 15 Ministers and2 Deputy Ministers), other continent countries, and relevant international organizations amounted to approximately 200 persons.
