Early Stage Researchers
Innovative Training Networks are exclusively for early-stage researchers in the first 4 years (full-time equivalent research experience) of their career and not awarded a PhD at the time of their (first) recruitment.
Full-time equivalent research experience is measured from the date when a researcher obtained the degree which would formally entitle him or her to embark on a doctorate, either in the country in which the degree was obtained or in the country in which the researcher is recruited
• Researchers recruited for min. 3 months and max. 36 months.
• No restrictions based on nationality.
[Innovative Training Networks - Mobility rule]
The researcher must not have resided or carried out his/her main activity (work, studies, etc.) in the country of his/her host organisation for more than 12 months in the 3 years immediately prior to his/her (first) recruitment.
•Compulsory national service and/or short stays such as holidays are not taken into account.
•Exception: for international organisations, the mobility rule does not apply to the hosting of eligible researchers. However, the appointed researcher shall not have spent more than 12 months in the 3 years immediately prior to recruitment at the same organisation.

• Training through research by means of individual, personalised projects, including meaningful exposure to different sectors;

[RISE partnership]
A RISE partnership shall be composed by at least three independent participants established in three different countries and must respect one of the following two conditions:
Above these minimum requirements additional organisations established in
MS/AC and/or in other third countries can participate
Therefore, the partnerships in RISE can be set up along either an international
or an intersectoral dimension or a combination of both.
• two organisations are located in two different MS/AC and one organisation
is located in a TC, independently from the sector they belong to,
or
• if all three independent organisations are from MS/AC, at least one
organisation should be from the academic sector and one from the non-
academic sector.

[Eligibility of the partnership]
Secondments from an organisation located in a TC to a MS/AC (international) on the condition that the TC is eligible for funding, as specified in the Annex A to the Work Programme
[Secondments]
Duration of support: 1-12 months
Secondments may be split into several stays not exceeding 12 months in total and not going beyond the project duration. The splits must be justified and considered beneficial for the transfer of knowledge activities.
The exchanged staff members* should be guaranteed full reintegration into the sending institution thus maximising the impact of the action for knowledge sharing and long-term collaboration.
* Staff members in RISE are researchers (ESR and ER), innovators, administrative, managerial and technical
staff supporting the research and innovation activities of the project. They shall be actively engaged in or linked
to research and/or innovation activities for at least six months (full-time equivalent) at the sending institution prior
to the first period of secondment. Secondments in RISE are not subject to the mobility rules.
[Eligible Researchers]
The seconded staff member shall be devoted full-time to the project during the secondment period. The beneficiary and the staff member cannot be bound by other contractual arrangements which prevent the fulfilment of this obligation.
[Secondments]
Support for the exchanges between institutions in the EU Member States and Associated Countries covers only inter-sector secondments.
Exchanges with institutions from third countries can be inter-sector secondments as well as secondments within the same sector.
No secondments between institutions located in third countries or within the same EU Member State or Associated Country can be supported
A secondment is eligible if the maximum duration of a secondment is 12 months and the minimum duration is 1 month for an individual staff member.
However, a secondment may be split into several stays (by the same staff member from the same sending organisation to the same host organisation) as long as the sum of the duration of all splits is at least 1 month (30 days) and not longer than 12 months and within the duration of the project.
[Eligibility of the secondments ]
Example (without split):
One researcher is seconded from the beneficiary A in France to the partner C in
Argentina for 3 months, to the partner D in Morocco for 7 months and to the beneficiary
B in Romania for 6 months. In this case 4 months of secondment will not be eligible for
funding since it is beyond the maximum limit of 12 months.
Example (with split):
One researcher is seconded from the beneficiary A in France to the partner C in
Argentina for 15 days. This secondment will be eligible for funding only if the same
researcher is seconded for at least 15 supplementary days from the beneficiary A in
France to the same partner C in Argentina. A secondment of 45 days of the same
researcher from the beneficiary A in France to the partner D in Morocco will itself be
eligible for funding but cannot be added to the secondment (initial 15 days) in
Argentina to reach the minimum duration of one month.

• Secondments between organisations which are not independent from each other;
• Secondments of staff members who do not have the relevant profile for carrying out the activities mentioned in the Part B;
• Secondments not linked to the implementation of the action;
• Secondments which are not executed full-time.
[Ineligible secondments]
If a person is a staff member of two or more organisations, which are participants in a RISE project, this person can only be seconded by one of these organisations during the duration of the project. S/he can also only be seconded to organisations that s/he is not affiliated with.
Example: An experienced researcher is both professor at the university and CEO of its own SME and both organisations are involved in a RISE project. This experienced researcher can be seconded only from one of the two organisations to a third organisation that s/he is not affiliated with.

[Financial modalities for RISE]
The financial contribution to a Marie Skłodowska-Curie RISE project is calculated on the basis of unit costs. A unit cost is a fixed amount per person-month of secondment. The EU contribution is calculated by multiplying the unit costs by the number of completed person-months.

Each partner organisation established in a Third Country must include an up-to-date letter of commitment, signed by its legal representative, in the proposal to demonstrate their real and active participation in the proposed network.
There will be no possibility to submit the missing letter of commitment at a later stage. Therefore it is essential for the applicants to collect these letters of commitment in due time and well before the call deadline.
If the proposal is still retained for funding after the evaluation the budget linked to the secondments of the TC organisation lacking the letter of commitment will be rejected and the total budget of the will be proposal reduced accordingly.

This action provides financial support for individual experienced researchers who want to work in host organisations established in EU Member States (MS) or Associated Countries AC.
The Global Fellowship option also includes an initial period spent in a Partner organisation located outside of Europe MS or AC.

Proposals for IFs involve a single host organisation (future beneficiary) established in a MS or AC.
The project proposals are submitted by the host organisation, which is represented by the supervisor, in liaison with the researcher.
The submission of the proposals falls under the full responsibility of the supervisor (and any other actions that follow this procedure like withdrawal or request for evaluation review).
Technically it is possible for both the researcher and the supervisor to create, modify and submit the proposal in the electronic submission system SEP. However it must be emphasised that the submission by the researcher must be made with the agreement of the supervisor

Each partner organisation in a TC must include an up-to-date letter of commitment in Part B of the proposal to demonstrate its real and active participation in the proposed action and its precise role should also be clearly described in the proposal.
[Secondments]
During the implementation of the IF the Experienced Researcher may be seconded to another institution in Europe. Such secondments must significantly contribute to the impact of the fellowship and therefore in certain research fields would be expected to take place in the non-academic sector. The organisation where the secondment takes place is a partner organisation and must be located in the Member States or Associated Countries.

A French researcher without family obligations who obtained her PhD in France on 15 June 2013 in Chemistry applies jointly with a university in Germany for a 24-month fellowship in the CHE panel. In the last 3 years she was in Germany for 5 months. Part B provides for a secondment split in 2 periods of each 2 months at an industrial partner in Ireland. The budget calculation would be like this: Total duration= 24 months (person-months) Country of the host organisation= Germany 1. [Eligibility conditions]
A proposal will only be considered eligible if it meets all of the following conditions:
It is received by the Commission or by the Research Executive Agency before the deadline given in the call text.
It involves at least the minimum number of participants according to the eligibility conditions for participants.
It is complete (i.e. both the requested administrative forms and the proposal description are present).
All eligible proposals have been evaluated for EF-ST and GF under eight major areas of research (known as scientific "panels"): • Chemistry (CHE); • Social Sciences and Humanities (SOC); • Economic Sciences (ECO), • Information Science and Engineering (ENG); • Environmental and Geo-Sciences (ENV); • Life Sciences (LIF); • Mathematics (MAT), • and Physics (PHY). EF-CAR and EF-RI proposals were ranked in separate, multidisciplinary panels.

Each proposal was evaluated against the applicable criteria independently by at least 3 experts who prepared an Individual Evaluation Report (IER) with comments and scores for each criterion.
[Individual evaluation of proposals]
For each proposal the individual experts formed a ‘consensus group’ to come to a common view and agree on comments and scores An expert will be designated as the proposal "rapporteur" and will assume additional responsibilities at the end of this phase and in the following phases of the evaluation session. The proposal will be evaluated against pre-determined evaluation criteria, applying weighting factors and thresholds. Evaluation scores will be awarded for each of the three criteria, and not for the sub-criteria. The sub-criteria are issues which the experts should consider in the assessment of that criterion.

Each criterion scored from 0 to 5 - decimal points will be given:
o 0 - The proposal fails to address the criterion under examination or cannot be judged due to missing or incomplete information
o 1 - Poor. The criterion is addressed in an inadequate manner, or there are serious inherent weaknesses.
o 2 - Fair. While the proposal broadly addresses the criterion, there are significant weaknesses.
o 3 - Good. The proposal addresses the criterion well, although improvements would be necessary.
o 4 - Very good. The proposal addresses the criterion very well, although certain improvements are still possible.
o 5 - Excellent. The proposal successfully addresses all relevant aspects of the criterion in question. Any shortcomings are minor.

The maximum total length of sections 1 to 3 of Part B of the proposal is 10 pages, as indicated in the proposal template. There is no page limit per section. Within the overall page limit, applicants are therefore free to decide on the number of pages dedicated to each section. Please remember that it is your responsibility to verify that you conform to page limits. Experts will be instructed to disregard any excess pages above the 10 page limit. The minimum font size allowed is 11 points. The page size is A4, and all margins (top, bottom, left, right) should be at least 15 mm (not including any footers or headers). Ensure that the font chosen is clearly readable (e.g. Arial or Times New Roman).

Literature references should be listed in footnotes, font size 8 or 9. However, regardless of the format used, all footnotes will count towards the page limit Part B of your proposal carries as a header to each page the proposal acronym and the implementation mode to which you are applying (i.e. Standard EF, CAR, Reintegration, GF). All pages should also be numbered in a single series on the footer of the page to prevent errors during handling. It is recommended that the numbering format "Part B - Page X of Y" is used. The final version of Part B must include the letters of commitment required from TC Partner organisations. These letters should be signed by the organisation's legal representative, or someone of equivalent authority

Eleven centres and research groups active in andrology and medical sexology have been selected: Leuven (B), Muenster (D), Leipzig (D), Barcelona (E), Rome (I), Florence (I) (these biomedical centres also have interdisciplinary connections with psychological and psychosexological research groups and inter sectorial connections with research groups in the sectors of sociology and science of communication; complementary training described in point B2.1 will be organised in these Centres); Malmoe (S), Manchester (UK), Giessen (D), Tartu (EE), Lodz (PL) (centres with clinical and bio-molecular facilities). See also point B3 with the individual Centres description.
As previously noted, these centres are already linked by a common training project under the EAA. This new research and training project will be able to make use of an already effective network.
Also inserted in the Network will be the companies most involved in producing the latest generation products active in the andrological field: Serono, Organon, Ferring, Sigma Tau producing hormones and drugs proposed for therapy male infertility, Eli Lilly, Pfizer, Bayer, and GSK, manufacturers of various type 5 phosphodiesterase inhibitors acting on erectile dysfunction, Johnson & Johnson, manufacturer of the forthcoming selective inhibitor of the serotonin reuptake, specifically aimed at treating premature ejaculation, Schering and Solvay, manufacturers of new testosterone formulations with innovative, specific administration methods dedicated to age-related forms of hypogonadism. Part of the complementary training describe in point B2.1 will be organised by experts from these pharmaceutical companies.
