SEISMIC ASSESSMENT REPORT OF EXISTING BUILDING
1. INTRODUCTION
Within the context of the contract signed between Istanbul Project Coordination Unit acting for T.C.Governorship of Istanbul - Istanbul Special Provincial Administration and the joint venture of PROMERMavirlik Mhendislik Turizm naat San.Tic. ____________________________________________________________(iv) To determine the soil characteristics of the building site, two 15m-in-depth bore holes have
been driven and from the test results of disturbed soil samples taken, the Soil InvestigationReport has been prepared.
(v) Current state of the building has been determined by taking enough number of photographs.(vi) The repair requests that had been made by the building manager have been officially recorded.(vii) The weaknesses of the load carrying system have been identified by modeling the existing
structural system three dimensionally and analyzing the system under the earthquake loadscalculated according to 2007 Seismic Code (ABYYHY) using the software PROB NA ORION.
(viii) The behavior of the building under seismic effects has been interpreted by evaluating theanalysis results in combination with the observations made on the building.
(ix) The principles of rehabilitation/retrofitting system to be implemented have been determined.
Within the context of this report, following items are presented in the specified chapters:(i) Investigations on the existing structure, analysis results and reporting, in Chapter 1,
(ii) Architectural-Structural-Electrical-Installation General assessment and Evaluation Forms, inChapter 2,
(iii) Soil investigation report, in Chapter 3,(iv) Analysis result tables of the existing building, in Chapter 4,(v) Supplementary information and tables related to the analysis of the existing building, in Chapter5,(vi) Sample results report, in Chapter 6,

____________________________________________________________The structure is comprised of 4 and 18 axes in horizontal and vertical directions, respectively. The
buildings have plan dimensions of 42.20x14.70 m. Typical floor area is 625 m2
, whereas total building area is 2500 m 2. On the ground floor, there are teachers rooms, classrooms, computer
laboratory, manager assistant rooms, kitchen and restroom whereas on the normal floors, there are
classrooms, manager room, library and restrooms.
The principal observations made during this study and the results obtained have been presented in
the reports. The following forms presented in Chapter 2 were filled by the field and condition
assessment team in order to determine the present condition of the structure;
a) Building Identification Form, b) Damage Assessment Form, c) Installation Evaluation Form, d) Electricity Evaluation Form
.
3. EVALUATION OF THE GEOLOGICAL GEOTECHNICAL REPORT
Results and recommendations prepared according to the soil investigation report of the building aresummarized below:

____________________________________________________________epoxy and necessary plastering reparation has been done. The Schmidt hammer application has beenmade with Proceq brand N type hammer having impact energy of 0.225 kg. m. While making Schmidthammer application at six different locations, the test surfaces were cleared with carborundum stoneand if possible, the tests have been performed at locations where the core samples were taken. Inorder to reduce the statistical uncertainties and to be on the safe side, minimum 10 tests have beenperformed at application locations. For the calculation of frame element capacities, values determinedfrom the core sample results were evaluated within the context of Method of Determination of ConcreteStrength prepared by Assoc. Prof. Dr. zgr YAMAN. Sample Results Report related with the test ofthe core samples taken is presented in Chapter 5. The results obtained are summarized below.
The results of the Schmidt hammer applications have been only used to determine whether theconcrete quality was homogenous throughout the building. It was not used in the determination of theconcrete strength.
The values of the concrete strength used in the analyses are given below:

4.2. Reinforcement determination studies: The required number of studies as determined by the seismiccode for medium knowledge level has been made to determine the reinforcement diameter andarrangement. The studies have been conducted in two stages. Firstly, clear cover peeling application

____________________________________________________________degradation in the existing reinforcement and workmanship quality, the reinforcement arrangement invertical members have been determined. In case of presence of non-standard reinforcement diameterand configuration in the structural elements, minimum reinforcement requirements have beenconsidered.
According to the assessments, the reinforcement quality of the existing building blocks is St I plainreinforcing bars having a tensile strength of fym=220 MPa. It has been observed in all horizontal andvertical structural members of the blocks that there was not confinement. Similarly, the shearreinforcement spacing has been observed to be around 20 cm.
4.3. Construction quality and Damage condition: The general construction quality of the building hasbeen determined to be low during the site survey. From the tests conducted, the samples taken andvisual screening of the building, the quality of the structural system has been also determined as low.However, no visual structural damage has been observed.
4.4. Renovation requests needed in the building :
The survey team leaders have officially recorded the requests related to the building and its usagethrough interviews with the school managers and the authorities during the building survey studies.These requests have been partially met within the general budget of the project during the seismicretrofit studies. The experts have determined the solution strategies considering these requests assecondary objectives while analyzing the possible retrofit schemes.
The official repair request report belonging to the building is given in Chapter 8. Among the requests

PGA, Sa02 and Sa1 values are the spectral acceleration values calculated from the seismic hazardassessment analyses. TB value is equal to the ratio of Sa1/Sa02. The logic behind taking the value of TA as 0in order to be on the safe side has been cited in the mentioned report. 6.2. ANALYSES OF THE EXISTING BUILDINGThe structural system has been defined with its pre-earthquake properties and it has been analyzedunder the earthquake effects defined by the site specific acceleration spectrum given by 2007 SeismicCode for an earthquake region 2 and site class Z2, and taking structural behavior factor R as 1 asrecommended in Chapter 7 of the code. The building importance factor has been taken as 1.0 for theanalyses. In order to display the important properties of the building, tables compiled from the analysisresults are given in Chapter 3.

There is no A1 Torsional Irregularity in the building under the earthquake loading in Y direction.(Table 3).
There is no Interstorey Strength Irregularity (B1) in the building. (Table 4)
There is Interstorey Stiffness Irregularity (B2) in the building under the earthquake loadings in Xdirection. (Table 5)
There is no Interstorey Stiffness Irregularity (B2) in the building under the earthquake loadings inY direction. (Table 5)
When the behavior of the main building is examined, the dominant motion directions are X in thefirst mode, Y in the second mode and Rotation in the third mode. (Table 6)
The demand capacity ratios for columns and beams have been calculated individually for twodistinct performance levels and they are given in Table 6 of Appendix B. As can be inferred fromthese tables, the columns and the beams of the building do not satisfy the requirements of theimmediate occupancy (an earthquake having a 10% probability of exceedance in 50 years) and
life safety (an earthquake having a 2% probability of exceedance in 50 years) performance levels(Table 8a and Table 8b).
